A Chinese coast guard ship and a Vietnamese fisheries patrol boat had a tense encounter in the South China Sea, coming as close as 10 meters to each other inside Vietnam's exclusive economic zone. The Chinese ship was chased out of Vietnam waters by the Vietnamese ship.

Cardano is preparing for full decentralization as it enters the Voltaire era, which aims to develop a self-sustaining system by introducing voting and treasury systems. The Voltaire era will enable network participants to present Cardano improvement proposals that stakeholders can vote on.

First Citizens BancShares has bought the assets and loans of collapsed US lender Silicon Valley Bank (SVB) after a run on the bank forced regulators to take over. The Federal Deposit Insurance Corp said First Citizens had bought around $72bn of SVB's assets at a discount of $16.5bn.

At least 16 people have died in a landslide in the Andes mountains in Ecuador, with seven still missing and more than a dozen injured. The landslide buried entire families under mud and rubble in a mountain village, with residents having warned of fault lines forming in the area following heavy rains.
